What we think

Six named packages, not one price. The only figures the zone publishes are office rents and meeting room rates. Its own fee schedule was approved by Ruler's decision in 2026 and has not been published. Any Creative City price you find elsewhere is second hand.

Publishes no licence price at all

No package price is published. Six packages are named on the company set up page with no price attached to any of them: Community Support, 1 activity, sole owner, flexi desk, no visa. Media, 3 activities, no visa. Entrepreneur, 5 activities, up to 2 partners, no visa. Smart, 5 activities, up to 3 partners, 1 free visa. Business One Visa, 5 activities, up to 4 partners, quota of 5 with 1 free. Business Multi Visa, 5 activities, up to 6 partners, quota of 15 with 2 free. All licences run 1 year. The licence page says only: for details about packages and prices, please contact us.

Year two, and closing down

The two figures nobody advertises. A cheap first year means nothing if year two doubles, and nothing at all if leaving costs a fortune.

Renewal, per year

Not published. Licence duration can be set from 1 to 10 years at registration or renewal. Renewal fees already paid are non refundable. Creative City will not process any request when less than 30 days of licence validity remain.

Closing the company

Not published. The regulations say cancellation is possible at any time once the cancellation fees and any fines are paid, without ever naming the cancellation fee. Renewal fees already paid are non refundable, and no refund claim is admissible more than three months after the licence was issued.

Binding terms

Holding a physical office outside Creative City requires an official request and approval.
A private phone line, post box or address outside the zone requires approval.
Only the approved activities may be carried out.
No refund claim is admissible more than 3 months after the licence is issued.
Ninety days after expiry, Creative City may take any legal action.
No minimum capital is set in the regulations.

Contradictions on the zone's own site

The referral reward is up to AED 3,000 on the homepage and the referral page, and up to AED 2,500 on the channel partner page.
A cost calculator is announced on the homepage and returns a 404.

What this zone does not publish

Every licence and package price. This is the largest gap of the eleven zones.
The 2026 fee schedule itself, although its approving decision is announced.
The cost of visas, medical, Emirates ID and e-channel.
The flexi desk price, although it is bundled into all six packages.
The renewal price.
Minimum capital.
A freelance permit in the holder's own name. The Freelancers' Services page is an activity for managing freelancers, not an individual permit, and the two are easy to confuse.
